The civilian sector may be forced to live with the rules of the First Amendment
of the Constitution for wearing medals they haven't earned, but the Army doesn't
have the same laws to govern itself.  Thought you would find this more to your
taste in the matter of punishment for a soldier caught doing the same thing.
